Every year in the United States, about 23,000 babies who are born alive do not survive to their first birthday. An almost equal number of babies are stillborn, without signs of life. Fetal and infant mortality are important indicators of the health of a community. Fetal and infant deaths are sentinel events that illustrate system and resource barriers.
The Fetal and Infant Mortality Review (FIMR) is a community-based, action-oriented process dedicated to reviewing fetal and infant deaths and developing recommendations that promote systemic improvements to prevent future losses. FIMR is a national best practice, and the Broward FIMR project is part of a national and state network where critical data is part of a centralized database, The National Center for Fatality Review and Prevention (NCFRP).
The FIMR Case Review Team (CRT), a monthly, in-depth review process, allows us to better understand families’ experiences and identify how those experiences influence maternal and child health outcomes. While addressing fetal and infant mortality can be complex, it is a vital public health priority. By identifying challenges and implementing informed, collaborative solutions, FIMR plays a key role in strengthening systems, improving services, and advancing the overall health and well-being of our community.

The FIMR Community Action Group (CAG) serves as the action-oriented arm of the Fetal and Infant Mortality Review process. Quarterly, the Community Action Group brings together diverse community stakeholders, service providers, and partners to translate FIMR CRT findings into innovative, locally driven strategies that strengthen the maternal and child health system of care. Through this work, new initiatives are developed, existing programs are enhanced, and policies are refined to address identified system gaps. CAG also plays a key role in sharing findings across the community, increasing awareness and visibility of maternal and child health strengths and challenges.

A leading cause of infant deaths occurs in unsafe sleep environments and the use of unsafe sleep practices. The Safe Sleep Committee is a cross-sector group committed to reducing sleep-related infant deaths through community education, prevention strategies, and reframing how safe sleep is messaged. Bringing together healthcare providers, community-based organizations, and public health leaders, the committee works to promote family-centered practices, strengthen caregiver and parental support, and address conditions that affect infant safety. Through shared learning, data-informed strategies, and community partnership, the committee advances a coordinated countywide approach to ensure every baby in Broward County has a safe place to sleep.

Recognizing the significant number of babies born substance-exposed in our community and the impact on families, the Bringing Babies Home Healthy Committee (Substance-Exposed Newborn Taskforce) is a cross-sector collaborative dedicated to strengthening the system of care for pregnant women and parenting families with substance use disorders and their infants. Bringing together Peer Specialists, child welfare partners, healthcare leaders, and community-based organizations, the committee promotes coordinated, compassionate, and evidence-based approaches that are person-centered and focus on healthy beginnings. Through data-informed strategies, the committee advances prevention-focused solutions that reduce the number of babies born substance-exposed and reduce child welfare involvement so that families in Broward County can remain safely together.

In response to the complex and interconnected factors impacting maternal health outcomes in our community, the Maternal Health Committee focuses on addressing both the medical and social determinants that contribute to poor pregnancy, birth, and postpartum outcomes. The committee works to improve maternal access to and promote early and adequate prenatal care, consistent postpartum support, and identify systemic, social, and economic barriers faced by mothers and families. Through education, advocacy, and community collaboration, the committees’ efforts aim to decrease rates of c-sections, increase rates of early entry to prenatal care, decrease rates of maternal health-related preconception, prenatal, and inter-conception conditions, and decreased rates of maternal mortality.

The Broward Healthy Start Coalition convenes quarterly for the Maternal Child Health Systems Committee (MCHSC) to bring together cross-sector partners, service providers, and community leaders to strengthen coordination and alignment across the maternal and child health system in Broward County. The committee serves as a shared learning space that also deepens relationships and communication and prioritizes information flow. As part of this work, the committee hosts Honoring Hearts in Action, an award and recognition initiative that uplifts frontline staff and reinforces a highly skilled and compassionate maternal and child health workforce.
